The City of Grass Valley is seeking an organized, detail-oriented professional to join our team in a special assignment supporting the Future Paths Grass Valley project.
This position is 100% funded through the California Air Resources Board (CARB) Community Planning and Capacity Building Grant and is dedicated specifically to the administration, coordination, and successful implementation of the grant-funded Future Paths Grass Valley project. The City received $500,000 through the CARB program to support this community-driven planning effort.
The Community Services Analyst I/II will work closely with City staff, consultants, community partners, and other stakeholders to keep the project organized, on schedule, and in compliance with applicable grant requirements.
Key responsibilities may include:
- Coordinate and track grant requirements, deadlines, milestones, and deliverables.
- Prepare, organize, and submit required grant reports and supporting documentation.
- Review and process project invoices and maintain grant expenditure and reimbursement records.
- Assist with consultant contract administration, including tracking scope, budget, schedules, amendments, and deliverables.
- Serve as a central point of coordination between City staff, consultants, project partners, and stakeholders.
- Maintain organized project files and records to support grant reporting, reimbursement, and audit requirements.
- Coordinate project meetings, schedules, agendas, updates, and follow-up items.
- Assist with planning and organizing community engagement activities, including advisory cohort meetings, listening sessions, school outreach, workshops, and other public engagement opportunities.
- Track participation, outreach activities, community feedback, meeting materials, and documentation required for grant reporting.
- Monitor project progress and proactively identify upcoming deadlines, outstanding tasks, and potential issues.
- Perform related administrative and analytical duties necessary to support successful completion of the grant-funded project.
The community engagement side is a significant part of the project, with the consultant scope specifically including advisory cohorts, school-based outreach, listening sessions, participatory mapping, walk-and-roll audits, Tribal engagement, and documentation of participation and feedback.
Position Details
This is a temporary, special assignment position funded entirely by the CARB grant. Continued employment in this assignment is contingent upon the availability of grant funding and the ongoing needs of the grant-funded project.
The position is limited to no more than 960 hours per fiscal year and does not receive City benefits. Work hours may vary depending on project workload, reporting deadlines, meetings, and community engagement activities. Some evening or nontraditional hours may be required to support public meetings and engagement events.
The Ideal Candidate
The ideal candidate is highly organized, detail-oriented, and comfortable managing multiple moving pieces at once. They should be able to work independently while coordinating effectively with City staff, consultants, community organizations, and project partners.
Experience or familiarity with grant administration, project coordination, contract administration, financial tracking, regulatory reporting, public-sector programs, or community engagement is highly desirable. Strong written communication, recordkeeping, organization, and follow-through are essential.
