Planning Permits

Any planning permit or other approval required by Section 17.20.030 of the Development Code (Allowable Land Uses and Planning Permit Requirements) shall be obtained before the issuance of any required grading, building, or other construction permit, and before the proposed use is constructed, otherwise established or put into operation, unless the proposed use is listed in Section 17.20.040 (Exemptions from Planning Permit Requirements).

Historic District & Design Guidelines

The Historic Design Review Guidelines are intended to supplement the City of Grass Valley’s existing general plan guidelines. They are a tool for both the public and the City to make informed decisions regarding additions, alterations, infill, and other similar types of changes to historically significant residential and commercial buildings within Grass Valley’s Historic 1872 Townsite.

Design Guidelines

Design Guidelines are intended to provide design professionals, property owners, developers, and citizens with a clear and common understanding of the City’s expectations regarding the aesthetics and functionality of commercial and residential development projects.

Short Term Rentals

The City established the Bed & Breakfast and Short Term Rental standards to provide guidelines for home-based short term rentals in Grass Valley. Any rental less than 30 days is considered a “Short Term Rental.”

Commercial Cannabis Businesses

On November 24, 2020, the City Council amended the Grass Valley Municipal Code (GVMC) and Development Code to allow certain cannabis businesses. The amendment repeals in its entirety Chapter 5.60 of Title 5 of the GVMC and enacted in its place a new Chapter 5.60 which details the regulations of commercial cannabis activities in the City of Grass Valley.

The City currently has two active Commercial Cannabis operators including one (1) dispensary business, and one (1) delivery-only business

A specific plan is a document designed to implement the goals and policies of the General Plan. These plans contain detailed development standards, distribution of land uses, infrastructure requirements, and implementation measures for the development of specific areas in the City.

Strategic Plans provide a comprehensive framework that ensure priorities set by the City Council are clear to City employees, and the City is held accountable for meeting the community’s needs. Goals are laid out that respond to priorities and objectives are achieved to meet the goals.
